The United States Federal Government should substantially increase market-fixed production cost incentives for foreign deployment of small modular reactors by U.S. Firms and substantially reduce Nuclear Regulatory Commission and State Department procedural, cost, and export restrictions for SMR reactors to any and all countries with which the U.S. has a nuclear cooperation agreement. We reserve the right to clarify.
