CP Text: The United States should engage China to simultaneously offer increased funding for joint subsidies to be given to Research, Development and Deployment of Small Modular light water Reactors to be administered through the U.S.-China Clean Energy Research Center. The U.S. will deploy these Small Modular Reactors on domestic military bases. 

The plan could be done through the CERC, but it lacks stable funding for Joint Projects, which hurts our long-term Cooperation
